Strategiske utfordringer og muligheter i statlige etater med gjenbruk i digitaliseringen
Abstract
This thesis is intended to give expression to a new voice in governmental ICT policy. Our object is to address strategic issues in digital reuse, specifically challenges facing a public administration wanting to be open to change, sharing and reusing information efficiently. The purpose of the research is to build theory, not to test it. Governments and public administrations are important contributors to economic growth. They are under continuous pressure to perform their services ever more efficiently, meeting citizens' and businesses' needs more effectively. Digital reuse can provide leverage, but considerations must be given to both technical, managerial and policy issues in order to achieve success. Systematic reuse will not just «happen» through sharing. Simply providing technical libraries and digital resources will not resolve cross-sectoral governance challenges. To exploit ICT in the best interests of society, other capabilities needed include new financing models and coordinated approaches. A set of both theoretical and practical implications of the knowledge is presented.
