dc.description.abstractFormålet med denne oppgaven er å undersøke hvordan resultatbasert finansiering påvirker produksjon av publikasjonspoeng og studiepoengsenheter ved høyere utdanningsinstitusjoner i Norge. Det blir tatt utgangspunkt i et paneldatasett bestående av 20 statlige institusjoner fra 2004 til 2017. Avhengige variabler som blir analysert er antall publikasjonspoeng og fullførte studiepoengsenheter. Vi finner at den resultatbaserte finansieringen har lite til ingenting å si for produksjonen av antall publikasjonspoeng og studiepoengsenheter. Produksjonen av publikasjonspoeng påvirkes av en trend, antall ansatte og antall studenter, mens produksjon av studiepoengsenheter påvirkes av antall studenter og i mindre grad antall ansatte. Det at trenden er signifikant for publikasjonspoeng tilsier at det kan være andre forhold institusjonene legger vekt på, at signaleffekten med systemet har vært nok til å drive opp produksjonen av publikasjonspoeng eller at det er andre samfunnsmessige endringer. Resultatene våre indikerer at det resultatbaserte insentivsystemet i universitets- og høyskolesektoren ikke har den effekten på produksjon av publikasjonspoeng og studiepoengsenheter som tiltenkt.
dc.description.abstractThe purpose of this thesis is to examine how performance-based funding affects the production of publication points and credit point units at higher education institutions in Norway. Our analysis is based on a panel data set consisting of 20 public institutions from 2004 to 2017. Dependent variables analysed are the number of publication points and completed credits. We find that the performance-based funding has little to no effect for the production of the number of publication points and credit point units. The production of publication points is influenced by a trend, the number of employees and the number of students, while the production of credit point units is influenced by the number of students and, to a lesser extent, employees. The fact that the trend is significant for the results indicates that there are other factors that the institutions emphasize, that the signal effect introdused with the system has been enough to drive up the production of publication points or there are other outside effects. Our results indicate that the performance-based incentive system in the college and university sector does not have the intended effect on the production of publication points and credit point units.
