dc.description.abstractOffentlig sektor er fanget mellom økende krav, knappe ressurser og et ønske om at innovasjon mellom tverrfaglige aktører skal føre til effektive løsninger i samfunnet hva gjelder sosiale-, økonomiske- og miljømessige utfordringer. I denne kvalitative casestudien ser jeg på Norges første Universitetskommuneavtale, inngått mellom NTNU og Trondheim kommune. Dersom organisasjonene lykkes med målene i avtalen, kan den endre hvordan kommuner drives i fremtiden. Formålet med studien er å kartlegge hvilke faktorer som har vært med på å forme Universitetskommunen Trondheim 3.0, og hvordan denne avtalen kan påvirke Trondheims innovasjonsevne. Studiens datagrunnlag er samlet fra 15 ustrukturerte intervjuer, fordelt på tre forskjellige utvalg. Til sammen dekker disse forskningsspørsmålets ulike perspektiver. Det teoretiske rammeverket inneholder blant annet perspektiver på innovative økosystem, innovasjonsøkosystem, en sammenligning mellom åpen og samarbeidsdrevet innovasjon, innovasjon i offentlig sektor og institusjonsteorier. Som hjelpemiddel til å sortere studiens datagrunnlag og funn benytter jeg deler av en analysemodell, utviklet av Jacob Torfing, for innovasjon i offentlig sektor. Denne presenteres i studiens diskusjonskapittel. Studiens faktorer gjenspeiler at dette er to organisasjoner som kjenner hverandre godt og har derav utviklet evner som utfyller hverandre. Organisasjonene kan også identifisere og tilpasse seg hverandres behov og mål. Videre kan avtalen tilføre en ny institusjon til innovasjonsmiljøet. Den kan føre til endringer i den eksisterende institusjonen, men vil sannsynligvis ikke føre til store endringer på grunn av at den eksisterende institusjonenes mål passer inn i den nye institusjonens retning. Avtalen kan også føre til ny næringsutvikling i Trondheim, gjennom involvering av eksterne samarbeidspartnere. Til slutt avsluttes rapporten med forslag til videre forskning som komplementerer denne studien.
dc.description.abstractThe public sector is caught between increasing demands, scarce resources and a desire for innovation between interdisciplinary actors which shall lead to effective solutions in society regarding social, economic and environmental challenges. In this qualitative case study, I look at Norway's first university municipal agreement, concluded between NTNU and Trondheim municipality. If the organizations succeed with the goals of the agreement, it can change how municipalities are run in the future. The purpose of the study is to identify which factors have contributed to shaping the University Municipality Trondheim 3.0, and how this agreement can affect Trondheim's innovation ability. The study's data are gathered from 15 unstructured interviews, divided into three different sampling committees. Together, these cover the various perspectives of the research question. The theoretical framework includes perspectives on innovative ecosystems, a comparison between open and collaborative innovation, innovation in the public sector and institutional theories. As an aid to sorting the study's data and findings, I use parts of an analytical model, developed by Jacob Torfing, for innovation in the public sector. This is presented in the study's discussion chapter. The factors that are prominent in this study are reflected in that these are two organizations that know each other well and have thereby developed capabilities that complement each other. The organizations can also identify and adapt to each other's needs and goals. Furthermore, the agreement can add a new institution to the innovation environment in Trondheim. The new institution may lead to changes in the existing institution, but they will probably not be severe because the existing institutions' goals fits within the new institution's direction. The agreement can also lead to new business development in Trondheim, through the involvement of external partners. Finally, the report concludes with proposals for further research that complement this study.
