Digitalisering - Innføring av digital teknologi gjennom digitale verktøy og hjelpemidler for å effektivisere prosessene i forvaltningen i norsk offentlig sektor

Abstract

I denne oppgaven har jeg undersøkt noen sider ved digitalisering. Digitalisering er et stort tema, dermed måtte jeg avgrense meg litt. Dermed tok jeg for meg innføringen av digital teknologi gjennom verktøy for å effektivisere prosessene i forvaltningen. Verktøyet som jeg ville se nærmere på ble Noark-standarden. Jeg undersøkte dette gjennom artikler, rapporter og utredninger som jeg har lest. Disse variablene har dekt både sterke og svake sider ved innføringen av forskjellige verktøy, som Noark og Eksard. Riksarkivet startet tidlig med å diskutere utfordringer ved digitale hjelpemidler. Jeg fant ut at teknologien hjalp oss med å redde et alt for overfylt papirbasert arkiv. Den effektiviserte prosessene i forvaltningen, blant annet med å gjøre det raskere og ved å spare plass i arkivene. Samtidig som at teknologien også skapte utfordringer, med å holde følge med den raske videre utviklet teknologien. For Noark-standarden har vært alt i alt en suksess, men også en standard som trenger å bli videreutviklet kontinuerlig for holde seg levende og aktuell til dagens krav.

In this assignment I have examined some aspects of digitization. Digitization is a big topic, so I had to delimit myself a little. Therefore, I took the aspect of the introduction of digital technology through tools to streamline the processes in the administration. I wanted to look into the development of the Noark-standard. I examined this through articles and reports. These variables have covered both strong and weak aspects of different digital tools, such as Noark and Eksard. The National Archives started early on to discuss the challenges of digital aids. I found that the technology created both challenges and solutions. It created solutions with helping save place in overly crowded paper-based archives. Also, it streamlined the processes in the administration, making process faster. At the same time, the technology also created challenges, with keeping up with the further developed technology. The Noark standard has been overall a success, but also a standard that needs continuously to be further developed to stay alive and current to today’s requirement.
