dc.description.abstractThis is a master thesis detailing the development and design of a policy design model for the city of Trondheim, Norway. The purpose has been to improve policy making in Trondheim municipality toward more meaningful and future proof policies for the citizens. Trondheim municipality runs a city of more than 190.000 inhabitants, with a multitude of responsibilities for education, welfare, sanitation, infrastructure, city development, business and culture. In this thesis we have leveraged qualitative insights from interviews, workshops and obervations of the political process to explore how the political process and the citizens can be strategically integrated through futuring and prototyping. This resulted in a conceptual model for policy design with 5 steps, one of which has been tested with positive results in a workshop with 5 city council politicians.
