dc.description.abstractI lys av kommunereformen, har flere kommuner trukket fram interkommunalt samarbeid som den foretrukne strategien til å møte fremtidige utfordringer. Dette aktualiserer interkommunalt samarbeid. Vi fant det særlig interessant å se nærmere på styringen av NAV-kontor i interkommunalt samarbeid i forhold til leveranse, gjennom å se nærmere på mål- og resultatstyring av sosiale tjenester. Vi har på bakgrunn av dette kommet frem til følgende problemstilling: Hvordan vurderer sentrale aktører innenfor interkommunalt samarbeid virkninger av mål- og resultatstyring av sosiale tjenester i NAV- kontor? Vi har gjennomført en casestudie av ett NAV-kontor i Trøndelagsregionen. Datamaterialet har tatt utgangspunkt i skriftlige kilder og intervju. Vi benytter et strukturelt perspektiv og nettverksperspektiv, samt økonomiske teorier og idealmodeller for mål- og resultatstyring. Våre funn viser at vertskommunesamarbeidet om NAV Værnes er til dels utydelig og ufullstendig regulert, og mål- og resultatstyring er regulert gjennom et løst koblet og ufullstendig system. Vi finner at det er utfordringer i samarbeidet og at noen interessenter er til dels misfornøyd med måloppnåelsen. Samtidig ønsker ingen å forlate samarbeidet, men heller jobbe for forbedringer og videre utvikling.nb_NO
dc.description.abstractAbstract: In the light of the municipal reform, several municipalities emphasise multi-municipal networks as the preferential strategy to meet the challenges of tomorrow. This bring the multimunicipal networks up to date. We found it particularly interesting to look closer into the management of the office of NAV in multi-municipal networks upon the delivery, through looking at performance management of social services. Based on this, we have concluded with the following issue: How do key actors in multi-municipal networks consider impacts of performance management of social services and NAV offices? We have accomplished a case study of one NAV-office in the region of Trøndelag. Our data is based on written sources and interviews. We make use of a structural perspective and a network perspective, as well as economic theories and an ideal model of performance management. Our finds show that the multi-municipal networks of NAV Værnes is partly unclear and imperfectly regulated, and performance management is regulated through a loosely connected and incomplete system. We discover that there are challenges in the cooperation and that some of the partners are partly dissatisfied with the goal achievement. At the same time nobody wants to leave the partnership, but rather work for improvements and further development.nb_NO
