dc.description.abstractIn this master thesis, I wanted to look at how two regional governmental organizations with a special emergency response duty are able to handle events of such a serious nature that the ordinary emergency response units does not have resources or is capable of handling the situation. Is it the County Governor or Police Chief who is best at this at the regional level? This task is based on the duties of the police and county governor in crisis situations, from daily to extraordinary based on the laws, regulations and instructions that apply to the respective. Essentially, this is the Police Act with various regulations / instructions and the county governor's emergency preparedness instructions. The starting point for the task have I found in the Ministry of Justice security chain where I have chosen the elements of knowledge, prevention, preparedness and crisis management as the basis for the task. I have chosen different research methods for the task. Case studies included three major fires in 2014 in respectively: Lærdal, Flatanger and Frøya municipalities where I based on the course of events described in the report to PWC, interviewed key personnel in municipalities, police and county councils. In addition to this, document studies have been conducted in reports, and I have conducted participatory observation on several events and exercises at the police and county councils. The fires in the three municipalities challenged rescue services and communities in an extreme way. The events show that the interaction between emergency services and society at all places to a certain extent worked satisfactorily and that neighbouring aid and resource utilization were good. The police led the effort and coordinated the resources as long as it was a matter of life and health, the firefighters led the extinguishing work, the municipalities made sure that evacuated were taken care of and the county governor provided counselling and coordination. It was revealed that there is a great need for coordination of fire resources in major events like this. The police should according to todays order, take care of the emergency response and the county governor does not have any role in dealing with such acute events in addition to being on the supply side in terms of their municipal and emergency preparedness. In relation to the social security chain, the survey shows that the county governor has greater knowledge of the preparedness work at the municipal and regional level and greater social knowledge in general than the police. I claimed that the local police, of course, have good expertise in handling local emergency situations. The questionnaire further confirms that both police and county governor have plans and measures for different situations that arise, but the police handle far more both every day and major crisis situations than the county governor. The main observation may be that there is a consensus among respondents that the role between these two agencies is appropriate. I conclude that the police are good at emergency events while the county governor has better breadth knowledge and can take care of the more "slow" events, ie. following up the consequences of acute situations. Through participative observation in many events and exercises, it can be concluded that the police are far more trained and structured in the work of the staff than the county governor. Several reasons for this, but overall training and practice through the daily work is the main reason. Throughout this work, I have not found anything that indicates that today's role and responsibilities in civil protection work should change at regional level. The tasks of the Police and County Governor in crisis situations have a sensible and good model that can be safely continued in our management, given the limits that apply to laws, regulations and instructions today.nb_NO
