The objective of this master thesis is to consider whether the agricultural environmental programmes Regionale miljøprogram (RMP) and Spesielle miljøtiltak i landbruket (SMIL) are suited to motivate Norwegian farmers to implement sustainable environmental measures in their farming. Using survey data from Trender i norsk landbruk I have run a logistic multilevel model examining what affects the farmers’ probability for implementing measures from one of the programmes in question. Norwegian authorities primarily use traditional economic policy tools to stimulate behavioural change in farmers, but my findings suggest that this course of action is not sufficient long term. I found that there are several factors that affects a farmer’s probability of receiving funding form RMP or SMIL. Economic factors have an effect, but not the effect supported by the theories behind economic policy tools. Normative factors seem to have the strongest effect, but social and knowledge factors are also strong contributors to the probability of receiving funding. I therefore conclude that the programs, as they are today, are not perfectly suited for creating long term sustainable environmental behaviour in Norwegian Farmers. The authorities should therefore adapt the policies to a more complex image of a farmer’s motivation.nb_NO
