Abstract This thesis shows that the study of organization in relation to four of the school's functional systems, related to social inequality, is relevant to understanding how schools contribute to inclusion and exclusion. Both in comparison between schools and between pupils, PISA results show that social class is more important for performance results in Norway than in Finland. An interesting issue is why two nations with similar school systems get different results linked to social equalization. The thesis studies how schools located in high-status and low-status areas, in a Norwegian and Finnish municipality, organize and communicate their education in relation to social inequality and how this creates inclusion and exclusion of students. Case-studies show how school systems creates different forms of organization, depending on their socio-economic profile. Neo-institutional theory is used to understand how schools interact with their institutional environment. In the education system, the mutual dependency of exclusion and inclusion is central. Each time the school responds to pressure from a complex world, communications that create inclusion and exclusion occur. The results show an important difference in how the schools in the different areas organize and what the school's different systems communicate. The organization and communication of the systems in various ways creates inclusion and exclusion. Schools orientate themselves towards their institutional environment, negotiate and adapt. They become isomorphic with their institutional environment to varying degrees and organize their practices in line with standards and values that are functional in the current environment. Standardization and differentiation are in constant relation to each other. In the Norwegian municipality, the school must adapt to a more complex environment than in the Finnish. When the complexity of the environment increases, a school in close relation to its surroundings must work with adaptation. This is achieved through increased differentiation in different subsystems. The adaptation contributes to the inclusion and exclusion of the school in different ways. Instead of essentially seeing social inequality as a reproductive structure, based on parents’ socio-economic background and power resources, this study can help to increase understanding of how school helps to create social inequality through its organization of activities.
