dc.description.abstractSummary of the thesis This thesis explores the role of accounting and accounting technologies in everyday practices of inter-organizational public sector service provision. Collaborative approaches are generally held as carrying a potential for increased effectiveness and efficiency, and issues of collaboration and innovation in modes of organizing have been put at the forefront of research. Most of the research in accounting has been focused on organizational structures and the implications of these on accounting. Less attention has been paid to how accounting technologies and accounting practices are used and impact on everyday practices in relationships. This thesis is focused on the latter, and it aims to contribute to the understanding of how accounting and accounting technologies become implicated in processes of promoting and managing boundary spanning provision of services. Through case studies in multiple organizational sites the thesis presents four individual essays addressing different aspects of the role of accounting in everyday inter-organizational practices. Three of these are empirical investigations, the fourth debates the application of social theory in accounting research. Essay 1 provides an ethnographic investigation of a specific accounting-based incentive arrangement introduced to promote collaboration and coordination between service providers in the health sector. It illustrates how actors from various disciplines negotiate a frame that enables collaborative services to be defined and calculated in a novel manner. Whilst essay 1 is concerned with the way in which an accounting technology is developed and to decompose its constituents, essay 2 is concerned with investigating and theorizing the effects of the arrangement and the extent to which it impacts on everyday practices of care provision. Essay 3 presents an empirical investigation of the multifaceted challenges that arise when municipalities outsource services. It is concluded that purchaser competence is a promising avenue for further research, and provides opportunity to integrate results from various streams of research. Essay 4 reviews and revisits the fundamental philosophical and ethnomethodological underpinnings of actor-network theory as an approach to understanding the role of accounting in organizational practices. It debates some of the criticisms raised towards ANT and suggests a more critical approach to the use of it in empirical research.nb_NO
dc.description.abstractSammendrag av avhandlingen Denne avhandlingen utforsker rollen til økonomistyring og økonomistyringsteknologier i daglig praksis i interorganisatorisk tjenesteyting i offentlig sektor. Samarbeidstilnærminger betraktes generelt å bære et potensiale for økt effektivitet og tjenestekvalitet, og problemstillinger knyttet til samarbeid og innovasjon i organisering har blitt en del av forskningsfronten. Det meste av forskningen i økonomistyring har fokusert på organisasjonsstrukturer og effektene av disse på økonomistyring. Hvordan økonomistyringsteknologier og –praksis brukes og påvirker daglig praksis i relasjoner har fått mindre fokus. Denne avhandlingen fokuserer på det siste, og målet er å bidra til forståelsen av hvordan økonomistyring og økonomistyringsteknologier involveres i promoteringen av samarbeid og i styringen av tjenesteyting på tvers av grenser. Gjennom case-studier i ulike organisasjonsenheter presenterer avhandlingen fire individuelle essay som adresserer ulike aspekter ved rollen til økonomistyring i daglige interorganisatoriske praksiser. Tre av essayene er empiriske, mens det fjerde diskuterer anvendelsen av sosiologisk teori i økonomistyringsforskningen. Essay 1 viser en etnografisk undersøkelse av en spesifikk økonomistyringsbasert insentivordning introdusert for å promotere samhandling og koordinering mellom tjenesteytere i helsesektoren. Essayet illustrerer hvordan aktører fra ulike disipliner forhandler frem en ramme som muliggjør at tjenester kan defineres og kalkuleres på en helt ny måte. Mens essay 1 er opptatt av hvordan en økonomistyringsteknologi utvikles og søker å dekomponere dens bestanddeler, er essay 2 opptatt av å utforske og teoretisere effektene av ordningen og i hvilken grad denne påvirker den daglige praksisen i tjenesteyting. Essay 3 presenterer en empirisk undersøkelse av de mangefasetterte utfordringene som oppstår når kommuner outsourcer tjenester. Det konkluderes at bestillerkompetanse er et lovende område for videre forskning og at begrepet tilbyr muligheter for å integrere resultater fra ulike deler av litteraturen. Essay 4 gjennomgår og debatterer de fundamentale filosofiske og etnometodologiske byggesteinene i aktør-nettverks teorien som en tilnærming til forståelsen av rollen økonomistyring spiller i organisasjonspraksiser.
