dc.description.abstract | Temaet for denne oppgaven omhandler strategisk klimatilpasningsarbeid i Trondheim
kommune. Her vil oppgaven undersøke nærmere hvordan samarbeid og medvirkning er
tiltenkt i klimatilpasningsarbeidet. Dette er måter å jobbe med byutvikling på som har
fått større oppmerksomhet den siste tiden og kan ses i lys av en generell utvikling vekk
fra en ekspertsentrert planlegging. Medvirkning i klimatilpasningsarbeidet er også i liten
grad blitt undersøkt som et eget tema i norske studier, men kan påstås å være et mer
dagsaktuelt tema i lys av ekstremvær- og flomregnhendelser har kommet tettere på
innbyggere den siste tiden.
Med kvalitative intervju med rådgivere og dokumentanalyse av aktuelle
plandokumenter vil jeg se nærmere på hvordan kommunen har fulgt de statelige
retningslinjene for klimatilpasning og hva de tenker rundt samarbeid og
innbyggerinvolvering som klimatilpasningsstrategi. Studien viser at kommune har
jobbet strategisk med å få klimatilpasningsmål reflektert vertikalt og horisontalt i
planverket. Kommunen har strategisk fokusert på å få klimatilpasning forankret i
kommunens administrative enheter, samtidig som at kommunen har tenkt innovativt
med hvordan de skal formidle klimatilpasning til innbyggere og beslutningstakere. Et
kjerneproblem for klimatilpasning i kommunen er at klimatilpasningsmål ikke blir
reflektert godt nok på regulering- og detaljnivå. Kommunen har da lenge hatt som
strategi å bedre samspill mellom fagenheter og plan- og byggesak, samtidig som at
kommunen har lagt ambisjoner å legge klimatilpasning for alle relevante områder i
kommunen organisasjon.
Medvirkning som rett til å påvirke en beslutning er ikke en synlig del av det strategiske
arbeidet i kommunen. Strategien handler om nå innbyggere med kommunikasjon
utenfor den lovpålagte planmedvirkningen. Formålet med kommunikasjonen er å
bevisstgjøre befolkningen over klimarelatert risiko og opplæring i hvordan de selv skal
sikre klimatilpasning på egen tomt. Studien foreslår at denne strategien er viktig forhold
til den totale klimarobustheten i kommunen. | |
dc.description.abstract | This thesis deals with the strategic work with climate adaptation work in Trondheim
municipality in Norway. Here, the thesis will examine in more detail how cooperation
and participation are intended in the climate adaptation work. The work methods have
been increasingly used in planning practice to better approach the complexities in urban
planning and can be seen in the context of a general movement away from the
traditionally top-down planning. Citizen participation has also been little investigated in
relation to climate adaptation in Norway, but can be claimed to be more relevant as the
consequences of climate change move closer to where people live.
With qualitative interviews with planners and document analysis of plan documents,
this thesis wants to find out how Trondheim municipality have followed national
guidelines and how cooperation and participation is integrated as a strategy in the
municipality. The findings shows that the municipality has worked strategically to get
climate adaptation targets reflected vertically and horizontally in the planning system.
This is considered important for the overall climate adaptation work in the municipality,
and requires cooperation with internal units. At the same time, the climate adaption
strategies shows that the municipality wants to get a better appeal to residents and
politicians. The main problem for the municipality is to get climate adaption targets
implemented in zoning planning. It’s been a solid strategy for the municipality to make
better connection with local planners and the building authority. The new climate
adaption strategy has ambitions to involve climate adaption in all relevant part of the
municipality.
Participation is not intended as a strategy for climate adaptation work. The strategy
aims to ensure awareness among citizens about climate change risk and teach the
citizens how to ensure climate adaptation measures on their own property. Cooperation
with landowners to prevent flooding is seen as an ideal situation. The strategy is a
response to the municipality’s lack of control of private buildings. The study concludes
that Trondheim has largely followed the national planning guidelines for climate
adaptation, which shows that the municipality has been both responsive but also
innovative as a planning authority. | |
