Kampvognprosjektet; målrettet eller tilfeldig gjennomført?
Abstract
Etter Russlands fullskala invasjon av Ukraina i 2022 har det norske Forsvarets innretning igjen blitt dagsaktuelt. Våren 2023 ble det utgitt tre rapporter som tydeliggjorde Forsvarets manglende evne til å forsvare landet . I mediebildet i Norge er det å øke bevilgninger og anskaffe mer materiell til Forsvaret gjentagende. De politiske signalene det siste året tyder på at Forsvaret vil gjennomføre flere større anskaffelsesprosjekter i nær fremtid.
Mange kritiserer Forsvarets prosjektmodell, PRINSIX, for å være for omfattende og en betydelig årsak til at anskaffelser i Forsvaret er altfor tidkrevende. Hensikten med denne oppgaven er derfor å belyse styrker og svakheter ved prosjektgjennomføring i Forsvaret med et spesielt fokus på tidligfase. Valgt casestudie er kampvognprosjektet som er et av de største prosjektene gjennomført i Forsvaret.
For å belyse temaet er følgende problemstilling valgt; Var kampvognprosjektets fremskaffelsesløsning et resultat av et målrettet og metodisk prosjektarbeid eller bærer resultatet preg av tilfeldigheter?
Oppgaven har avdekket at det er en tendens til at prosjekter som gjennomføres i regi av Forsvaret ikke bare i seg selv er komplekse, men også at omgivelsene og rammene muligens er vel så komplekse. Streng økonomistyring over tid og usikkerhet rundt kostnadsrammer og mulige reduksjoner påvirket kampvognprosjektet. Gjennom hele prosjektets livsløp forelå det usikkerhet vedrørende fremtidige planforutsetninger. I tillegg var det tendenser til dragkamp om ressursene både mellom og innad i grener. Alt dette var elementer som førte til at kampvognprosjektet var et komplekst utviklingsprosjekt gjennomført i et utfordrende miljø. Selv om studien har detektert enkelte prosjektmetodiske svakheter har oppgaven kommet til den konklusjon at fremskaffelsesløsningen bærer preg av et analytisk og metodisk arbeid, helt i tråd med det fremlagt teori beskriver som god prosjektmetodikk.
Gjennom studien har forskeren kommet frem til tre anbefalinger. Forsvaret bør søke å redusere prosjekters usikkerhet som gjelder mulig endring i fremtidig struktur og de økonomiske rammer. Forsvaret bør vurdere om det er mulig og hensiktsmessig å gjennomføre en konseptvalgutredning av langtidsplanen. Gjennom analysen har forsker kommet frem til at det er viktig med en kontinuitet og rød tråd i alle deler av konseptvalgutredningen. Forsvaret bør ikke ta dette for gitt da det kan føre til tap av strategisk grep. Following Russia's full-scale invasion of Ukraine in 2022, the capacities and capabilities of the Norwegian Armed Forces have again become a topic. During the spring of 2023 three reports were published, all of them clarifying the Norwegian Armed Forces’ inability to defend Norway. The need for increased financial allocations and procurement of additional equipment to the armed forces are reoccurring topics in Norwegian media. Political signals during the past year indicate that the Norwegian Armed Forces will carry out several major procurement projects in the upcoming years.
The Norwegian Armed Forces' project model, PRINSIX, has been criticized for being too comprehensive and hence a significant reason why procurement processes in the Norwegian Armed Forces are far too time-consuming. The purpose of this master's thesis is therefore to shed a light on the strengths and weaknesses of how the Norwegian Armed Forces implements projects. The early phases of a project are of particular interest for the thesis. The chosen case study looks at one of the largest projects conducted in the Norwegian Armed Forces, namely the project of procuring combat vehicles. The following topic will be addressed; Was the procurement solution of the project a result of targeted and methodical work or was it characterized by coincidences?
This master's thesis has revealed a tendency for projects directed by the Norwegian Armed Forces of not only being complex themselves, but also that the surroundings and framework are possibly just as complex. Strict financial management and uncertainty regarding cost frameworks and possible financial cuts affected the outcome of the combat vehicle project. Throughout the project's life cycle, there was uncertainty regarding future plan requirements. In addition, there were tendencies of struggles over the resources both between and within branches of the armed forces. All these elements led to a complex development project carried out in a challenging environment. Even though this study has detected certain project-methodological weaknesses, the conclusion of the thesis is that the procurement solution could be characterized by analytical and methodical work, in line with what the presented theory describes as good project methodology.
The study has further led to three recommendations. The first recommendation is that the Norwegian Armed Forces should try to reduce the amount of uncertainty regarding possible changes in future structure and the financial framework.The second is that the Norwegian Armed Forces should assess whether it is possible and appropriate to implement a concept study of the long-term plan. The final recommendation is that through the analysis the researcher has concluded that it is important to have continuity and a common thread in all parts of the concept study. The Norwegian Armed Forces should not take this for granted as it can lead to a loss of strategic grip.
