Triple Helix modellen som rammeverk for smartby-utvikling

Abstract

Gjennom implementering av teknologi og innovasjon i smartby-prosjekter har byer muligheten til å transformeres til mer effektive og bærekraftige samfunn som tilbyr forbedret livskvalitet for innbyggerne samtidig som de bidrar til økonomisk vekst. Denne studien har fokusert på samarbeidet mellom akademia, offentlige myndigheter og privat næringsliv, og utforsket deres rolle i å fremme innovative løsninger i smartby-prosjekter. For å utforske muligheter og utfordringer knyttet til slike samarbeid har vi sett nærmere på følgende problemstilling:

"Hvordan kan Triple Helix modellen bidra til effektivt samarbeid\\og innovative løsninger i smartby-prosjekter?"

Studien har benyttet et kvalitativt forskningsdesign for å gjennomføre dybdeintervju med totalt ni informanter fra fire privakte aktører, NTNU og Trondheim kommune. Informantene er selektivt plukket ut og har alle vært aktivt involvert i +CityxChange-prosjektet i Trondheim. Funn fra dybdeintervjuene utgjør studiens empiri, som sammen med teori om smarte byer, bedrifter og nettverksklynger og innovasjon danner grunnlaget for analysen.

Denne studien har avdekket betydningen av samarbeid mellom ulike aktører for å gjennomføre et smartby-prosjekt. Våre funn viser at Triple Helix modellen kan være en effektiv tilnærming for å fremme slike samarbeid. Studien vår indikerer at kommuner kan spille en viktig rolle som hovedentreprenør i smartby-prosjekter, og at kommuner har en unik posisjon som gjør det mulig å bringe ulike aktører sammen. Etableringen av testarenaer er identifisert til å være en betydelig faktor til suksess, og bør derfor være en sentral del av planleggingen og gjennomføringen av smartby-prosjekter. Studien har og identifisert utfordringer knyttet til slike samarbeid, men funnene viser at gjennom økt sosial kapital var det mulig å overvinne disse utfordringene. Studien konkluderer også med at lokale aktører og etableringen av et lokalt kompetansenettverk spiller en betydelig rolle i smartby-prosjekter.

Denne oppgaven har som formål å bidra til økt kunnskap rundt teorien om Triple Helix modellen ved å sette den i lys av smartby-prosjekter, og dermed styrke forståelsen av hvordan innovasjons- og smartby-prosjekter kan utvikles.

Through the implementation of technology and innovation in smartcity-projects, cities have the opportunity to transform into a more efficient and sustainable society that offer an improved quality of life for its citizen whilst also contributing to economic growth. This study has focused on the collaboration between academia, public and private sector, and explored their role in being the spearhead for innovative solutions in smartcity-projects. To explore potential opportunities and challenges associated with such collaborations we have looked at the following problem statement:

"How can the Triple Helix model contribute to efficient collaboration\\and innovative solutions in smartcity-projects?"

The study has adpoted a qualitative research design to conduct in-depth interviews with nine informants. The informants are selectivly chosen and have all been actively involved in the +CityxChange-project in Trondheim. Findings from the in-depth interviews constitute the study's empirical data, which, in conjunction with theory on smart cities, companies and network clusters, and innovation, forms the basis of the analysis.

This study has shed light on the importance of collaboration between different actors in carrying out smartcity-projects. Our findings show that the Triple Helix model can be an effective approach to foster such collaboration. Our study indicated that municipalities can play an important role as main contractor in smartcity-projects, and that they are in a uniqiue position that enables them to bring different actors together. The establishment of test arenas has been identified as a significant factor for success and should therefore be a key part of the planning and implementation of smartcity-projects. This study has also identified barriers related to such joint ventures, but our findings have also found that these are possible to surmount through an increased focus on social capital. The study also concludes that local actors and the establishment of a local knowledge network play a huge role in smartcity-projects.

Our research can contribute to increased knowledge about the use of the Triple Helix model in smartcity-projects and can contribute to our understanding of how innovation projects and smart cities can be developed.
