Sammendrag
Oppgavens problemstilling er å utrede; om «Enhanced Radar Positioning System» kan fungere som sekundært posisjoneringssystem. ERPS er et nytt posisjoneringssystem som er i undersøkingsfasen, der det har vært gjennomført to tester av systemet, en i England og en i Singapore. Behovet for et system til posisjonering utenom GNSS begrunnes i rapporter fra IMO og IALA, samt den geopolitiske uroen som oppleves nå. For å utrede om ERPS kunne fungert som et sekundært posisjoneringssystem ble det arbeidet ut ifra fire forskningsspørsmål;
- Hvordan fungerer systemet? - Hvor mange e-racon trengs langs hovedleden fra Ålesund til Trondheim? - Hvor langs hovedleden fra Ålesund til Trondheim er det særlig behov for ERPS? - Hva er nytten av systemet?
For å besvare forskningsspørsmålene ble det innhentet informasjon fra forskjellige databaser, gjennomført feltundersøkelser og forsøk på navigasjonslab, samt flere semistrukturerte intervjuer.
Ut ifra arbeidet ble behovet for et sekundært posisjoneringssystem bekreftet. Strekningen i oppgaven, Ålesund – Trondheim, kunne bli dekket av ERPS med 28 installasjoner, der Hustadvika ble utpekt som et område der det var særlig behov for et sekundært posisjoneringssystem.
Oppgaven konkluderer med at ERPS kan fungere som et sekundært posisjoneringssystem. Dette fordi det gir en omtrentlig posisjon. Det kan likevel ikke erstatte GNSS, da ERPS ikke oppfyller IMO sine krav til PNT. The topic question in this bachelor’s thesis is to investigate “Enhanced Radar Positioning System” as a secondary positioning system. ERPS is a relatively new positioning system which is currently under development and testing. Results from two tests in England and Singapore partially forms the foundation for the work in this thesis. The need for a back-up positioning system, that does not share the same failure modes of GNSS, is argued for in reports from both IMO and IALA.
Four research questions have been formulated to assess the usage of ERPS as a positioning system along the Norwegian coast:
- How does the system work?- How many e-racons is needed to cover the fairway from Ålesund to Trondheim?- Where along the fairway from Ålesund to Trondheim is there a particular need for ERPS?- What is the utility value of the system?
Research methods like theory study from scientific databases, field studies, experiment in navigation-lab, and semi-structured interviews has been applied to answer these research questions.
The work resulted in a confirmation of the need for a secondary positioning system. This thesis also describes the working principle of ERPS. It is estimated that 28 e-racons are necessary to cover the fairway from Ålesund to Trondheim. Hustadvika is identified as an area with a particular need for such a system.
As a conclusion, this thesis states that ERPS can be used as a secondary positioning system. That is because it provides positioning information with a certain degree of accuracy. However, ERPS does not meet the IMO requirements to PNT systems, and therefore it cannot provide redundant positioning service to GNSS.
