Nytt for oss – nyttig for andre? Ei undersøking om arkivutviklingsmidla frå Arkivverket leiar til innovasjon i arkivsektoren

Abstract

Arkivverket har sidan 2015 dela ut godt over 80 millionar kroner i utviklingsmiddel som skal styrke sikring og tilgjengeleggjering av arkiva i samfunnet. Midlane kjem frå spilloverskotet til Norsk Tipping og har gått til ulike prosjekt i både private og offentlege arkiv. Av fleire ordningar som dekkjer arkivrelatera prosjekt er arkivutviklingsmidla den største og den einaste ordninga som har til formål å utvikle arkivfeltet. Arkivverket har kunngjort at dei ikkje er nøgde med resultata av arkivutviklingsmidla. Erfaringa deira er at det ikkje vert søkt om innovative tiltak i like stor grad som forventa og ynskt. I oppgåva har eg undersøkt korleis dei mest sentrale interessentane; Kulturdepartementet, Arkivverket og arkivinstitusjonane relaterer seg til omgrepa innovasjon og utvikling. Eg har òg sett på korleis andre skildrar innovasjon og korleis arkivinstitusjonane skildrar sine utviklingsprosjekt i søknader og sluttrapportar. Eit sentralt element i undersøkinga er at ein høg andel av dei innvilga prosjekta i perioden 2015–2020 ikkje har levera sluttrapport. Dette utgjer ein sum på mange millionar i utdela midlar som er «blitt borte» utan å ha blitt gjort greie for i form av ein obligatorisk sluttrapport. Eg har belyst ulike aspekt ved tildelingane for å til saman freiste å finne ut av om arkivutviklingsmidla leiar til innovasjon i arkivsektoren og eventuelt – kvifor ikkje.

The National Archives has been distributing well over 80 million Norwegian kroner in development funds since 2015 to strengthen the preservation and accessibility of archives in society. The funds come from the surplus generated by Norsk Tipping and have been allocated to various projects in both private and public archives. Among several programs covering archive-related projects, the Archive Development Funds are the largest and the only program aimed at developing the archive field. The National Archives has announced that they are not satisfied with the results of the Archive Development Funds. Their experience is that there is not as much application for innovative measures as expected and desired. In this study, I have examined how the most central stakeholders - the Department of Culture, the National Archives, and archival institutions - relate to the concepts of innovation and development. I have also looked at how others describe innovation and how archival institutions describe their development projects in applications and final reports. A central element of the investigation is that a high proportion of the approved projects in the period 2015-2020 have not submitted final reports. This amounts to a significant sum of undistributed funds that have "disappeared" without being accounted for in the form of a mandatory final report. I have shed light on various aspects of the allocations in an attempt to determine whether the Archive Development Funds lead to innovation in the archival sector and, if not, why.
