Sammendrag
Pandemien hadde omfattende virkninger over hele samfunnet. The pandemic had large effects across society. This thesis examines the pandemic's, and the measures implemented against it, effects on NAV (the Norwegian social welfare and unemployment services) in Trondheim, Norway. The thesis is premised on an examination of pandemic effects on the functions and organizations of NAV, in the period of march 2020 through to june 2020. This period was the first and strictest period of covid-19 lockdown in Norway. By interviewing employees of the organization, we find that the pandemic has affected employee tasks and duties differently, across different areas of work in the organization. The organization leadership in this period placed emphasis on terms such as "unity" and "volunteerism" (dugnad). Employees report satisfaction with the leadership's communications and efforts in the period. Digital solutions have been employed to a greater degree than previously. The covid-19 measures were communicated to employees clearly and measures were implemented effectively. Several employees feel dissatisified with a lacking follow-up from the leadership, in terms of following on psychological stress inflicted upon the employees from the pandemic period. Some employees feel NAV's functions have been weakened in other areas as a result of the strong emphasis on countering pandemic effects on unemployment.
