Ved bruk av praktisk prosjektledelse vurdere tre konsepter i arbeidet mot å etablere en OmbruksHub i Oppdal
Abstract
For å gjøre et merkbart inngrep i arbeidet mot det grønne skiftet blir det satt fokus på bygg- og anleggsbransjen som kaster enorme mengder materialer etter endte prosjekter. Det blir derfor sett en verdi i å etablere funksjonaliteter som bidrar til å holde material i et lengre omløp. På bakgrunn av dette bidrar denne studien med å undersøke mulighetene for en felles arena for brukte byggevarer og overskuddsmaterialer i Oppdal og Rennebu omegn. Sammen med Innovasjon Norge og andre samarbeidspartnere har Nasjonalparken Næringshage AS i samarbeid med sentrale aktører i Oppdal jobbet med et forprosjekt hvor de i fellesskap jobber mot å finne en løsning.Parallelt med deres arbeid utarbeider denne oppgaven tre konsepter med tilhørende forretningsmodell. Ved bruk av metoder fra praktisk prosjektledelse konkluderes det med hvilket konsept som anses som det beste. De ulike forretningsmodellene utvikles i henhold til aktørenes behov og tanker, samtidig som det tar høyde for utfordringene som påløper med etableringen. Likevel er det blitt gjort et uavhengig arbeid ved å anvende den kunnskapen som logistikkingeniørstudiet har gitt oss. Studiens funn viser til ett konsept som utpeker seg fra de andre. Å etablere en OmbruksHub ved en eksisterende drift gir gode forutsetninger for suksess. I tillegg forsterkes resultatet ved at befolkningen i området stiller seg positiv til idéen og ønsker å benytte seg av tilbudet. Videre nevnes utfordringene i forbindelse med dokumentasjoner og regelverk ved salg av brukte byggevarer og overskuddsmaterialer fra byggeprosjekter. Disse materialene krever en viss standard for å kunne brukes i andre prosjekter. Det er derimot blitt lagt frem flere endringer i lovverket som vil gjøre prosessen enklere i forbindelse med etableringen. To make a noticeable intervention in the work towards a green transition, the focus is on the construction industry, which contributes to massive amounts of waste after completed projects. It is therefore of great importance and value to establish functionalities that can expand and extend the cycle of the previously used construction materials. Based on this, this study contributes with a broader look at the possibilities of establishing a collective arena for used and surplus materials in Oppdal and Rennebu. Together with Innovasjon Norge and other partners, Nasjonalparken Næringshage AS has in collaboration with other key actors in Oppdal, worked on a preliminary project where the communities are working towards a suitable solution. In parallel with their work, this study presents three concepts with attached business models based on these concepts. By using different methods from practical project management, the study searches for the most applicable concept in this context. The various business models are developed according to the actors’ demands and ideas, as well as it considers the challenges that arise along with the establishment of the reuse hub. Nevertheless, an independent view on this project will be presented throughout this study, by applying the knowledge we have accumulated through several years of studying logistics engineering. The findings in this study states that one specific concept stands out from the other two concepts. Furthermore, it shows that establishing a reuse hub for an existing operation provides good conditions for success. In addition, the results are strengthened by the positivity throughout the population in the area, as they seem content with the possibilities of establishing a reuse hub in Oppdal. Furthermore, the challenges in connection with documentation and regulations when selling used and surplus materials from construction projects are mentioned. These materials require a certain standard to be used in other projects. Additionally, several changes have been proposed in the legislation that will make the process in connection with this establishment.
