Utfordringer i barnevernets arbeid- En teoretisk oppgave om minoriteters og sosialarbeideres erfarte utfordringer innen barnevern

Abstract

Denne oppgaven tar for seg de utfordringene som finnes i barnevernet og dets arbeid med etniske og nasjonale minoriteter. Oppgaven belyser disse utfordringene ved hjelp av Bourdieu og Foucaults maktperspektiv, for å undersøke hvordan utfordringene er med på å endre maktforholdene mellom barnevernet og minoritetsfamiliene. Oppgaven bruker eksisterende litteratur for å belyse oppgavens tematikk. Makt er et veldig sentralt begrep innenfor sosialt arbeid. For å kunne på best mulig måte hjelpe andre, er det viktig som sosialarbeider å ha forståelse for hvordan utfordringer som dukker opp kan være med på å endre maktsituasjonen for deg som hjelper og de som hjelpetrengende. Utfordringer som innebærer kommunikasjon og kultur kan i stor grad være med å påvirke barnevernets arbeid med minoritetsfamilier. Tolkeproblemer, misinformasjon, og kulturforståelse er med å påvirke situasjonen. Hvordan disse utfordringene er med på å skape avstand eller forståelse for barnevernet og familiene, påvirker også maktforholdet. Med bruk av ulike maktperspektiv, belyser jeg hva utfordringer kan gjøre med maktrelasjonen, og mulighetene makt kan gi for de relasjonene som bygges.

This paper has taken a stand on the visible challenges in the Norwegian child welfare, and its work with both ethnic and national minorities. The thesis sheds a light upon these challenges through the theoretical framework of Bourdieu and Foucault. Understanding the power-dynamic that variates between challenges and power, could give a broader understanding of how these challenges affect the relationship between child welfare and minorities. The power to define, and to decide is very important within social work. Inspiration from the works of literature review has been used as a method to look at the subject of this thesis. It is important for social workers to know, and to understand what challenges do to minorities, and how power-dynamics within the relationships can change the affiliation between child welfare and minorities. Challenges that families encounter within the works of child welfare include an element of both communication and culture. Challenges such as translation, misinformation, and cultural differences have an influence on the situation. How these challenges contribute to enlarge the gap between minority and majority, or help minimizing the gap, is of importance to understand as a social worker. By using different perspectives on power, I will shed a light upon these challenges, and what power does to the relationship between child welfare and the minorities.
