dc.description.abstract | Cruisebransjen vokser over hele verden, og har blitt en stor industri i Norge. Den er spådd å fortsette å
ha en solid vekst de neste tiårene, hvor trenden er større skip som frakter flere passasjerer. Cruisetrafikk
langs norskekysten har flere utfordringer, som lange avstander, tøffe værforhold og begrensede søkog redningsressurser. Nylige ulykker har vist at konsekvensene av en cruiseulykke kan ha et potensielt
katastrofalt utfall.
Denne oppgaven tar sikte på å undersøke farene og foreslå effektive risikoreduserende tiltak der det
er nødvendig, slik at cruiseindustrien kan operere trygt i norske farvann. En formell sikkerhetsvurdering, en risikovurderingsmetode introdusert av The International Maritime Organization, ble brukt for å
vurdere risikoen. Dette inkluderer risikoidentifikasjon og vurdering, foreslag til risikoreduserende tiltak
og anbefaling av endringer ved hjelp av en kostnad-nyttevurderingsmetode. Vurdere om de risikoreduserende tiltakene er mulige i en praktisk, økonomisk og juridisk forstand, er en viktig del av oppgaven.
Det ble funnet fire farer for cruiseskip der risikoen skulle senkes. De fire farene var grunnstøting, kollisjon, brann og kantring. Ved bruk av en feiltreanalyse ble årsakene til hver av risikoene identifisert.
Riskoreduserende tiltak ble laget for redusere risikoene. De fleste risiko reduserende tiltak som ble
utviklet, var målrettet mot årsakene, mens noen få reduserer konsekvensene. Et samarbeid mellom
regjeringen og cruiseoperatørene vil være nødvendig for å implementere de anbefalte tiltakene. | |
dc.description.abstract | The cruise industry is growing worldwide, and has become a large industry in Norway. It is predicted
to continue to have solid growth in the upcoming decades, with the trend being bigger vessels carrying more passengers. Cruise traffic along the Norwegian coast has specific challenges, such as long
distances, harsh weather conditions and limited search and rescue resources. Recent accidents have
shown that the consequences of a cruise accident can have potentially catastrophic outcomes.
This thesis aims to investigate the hazards and suggest effective risk control options if needed so that
the cruise industry can operate safely in Norwegian waters. A formal safety assessment, a risk assessment method introduced by The International Maritime Organisation, was used to assess the risk.
This includes risk identification and assessment, proposing risk-reducing measures, and recommending changes using a cost-benefit assessment approach. Determine whether the risk control options are
possible in terms of practicality, economically, and legally, is an important part of the thesis.
Four hazards for cruise vessels were found where the risk should be lowered. The four hazards were
grounding, collision, capsizing and fire. By the use of a fault tree analysis, the causes for each hazard
were identified. Risk control options were created to reduce the risks. Most of the risk control options
developed targeted the causes, while some lowered the consequences. A collaboration between the
government and the cruise operators would be needed to implement the options recommended. | |
