Utsatte barn og unge og koronapandemien - konsekvenser av nedstengingen i forbindelse med covid-19

Abstract

Denne oppgaven er basert på en undersøkelse i forbindelse med masterstudie. Tema for denne studien er «Utsatte barn og unge og koronapandemien – konsekvenser av nedstengingen i forbindelse med covid-19». Studien handler om hvordan ansatte i barneverntjenesten opplevde oppfølgingen av utsatte barn og unge under nedstengingen som følge av koronapandemien. Problemstillingen for prosjektet har vært: Hvordan opplevde ansatte i barnevernet oppfølgingen av utsatte barn og unge under koronapandemien, og hvilke konsekvenser kan dette ha ført til? For å besvare denne har jeg benyttet kvalitativ metode og gjennomført semistrukturert intervju med 6 barnevernsansatte fra forskjellige kommuner i Norge. Hovedfunn er drøftet i lys av funn fra tidligere forskning og kunnskap som fremkommer av mitt kunnskapsgrunnlag, samt organisasjonsteori. Funn viser at koronapandemien førte til endring i hvordan barneverntjenesten utøvde sitt arbeid og oppfølging av familier de var i kontakt med. Samt at organisatoriske ulikheter påvirket familier som er i kontakt med barneverntjenesten i forhold til hvordan de fikk hjelp under pandemien. Mitt hovedfunn om hvordan organisatoriske ulikheter har påvirket muligheten for hjelp under pandemien reiser spørsmål om hvorvidt politiske føringer for organisering sikrer prinsippet og ideologien om rett hjelp til rett tid.

This thesis is based on a study in connection with a master's study. The theme for this study is “vulnerable children and youngsters regarding the pandemic – consequences of lock-down in connection with Covid- 19”. This study is an insight in how employees in the child welfare services is experiencing the follow-up of vulnerable children due to the Corona pandemic and lock-down. The issue for this project has been: How do employees of the child welfare services experience the continuation of the pandemic, and which consequences have this resulted in? To answer this issue, qualitative methods have been used to provide a semi-structured interview with 6 child welfare employees from different municipalities in Norway. The main findings in this case have been discussed in light of findings from previous research from my knowledge base, in addition to organizational theories. Findings show that the covid-19 pandemic led a change in how child welfare services carried out their work and follow-up of families they were in contact with. Findings show that the corona pandemic led to a change in how the child welfare service carried out its work and follow-up of families they were in contact with. And that organizational differences affected families who are in contact with the child welfare service in relation to how they received help during the pandemic. My main finding on how organizational differences have affected the possibility of help during the pandemic raises the question of whether political guidelines for organization ensure the principle and ideology of the right help at the right time.
