dc.description.abstract | Denne bacheloroppgaven omhandler barnevernets arbeid med mødre som har kognitive
vansker. Oppgavens problemstilling er “hvordan kan mors kognitive vansker medføre
utfordringer for samhandlingen med barnevernet?” . For å finne svar på problemstillingen,
gjorde jeg et systematisk litteratursøk etter både norske og utenlandske vitenskapelige
artikler, som omhandler barnevern og mødre med kognitive vansker. Oppgaven bygger på
teori om kognisjon, samt prinsipper, perspektiver og lovverk som former barnevernets arbeid.
Oppgavens tema er relevant for sosialt arbeid, fordi barnevernet er en arena hvor sosialt
arbeid utføres. I tillegg samhandler sosionomen i barnevernet med mødre som har kognitive
vansker, for å bedre deres og barnas livssituasjon.
Gjennom oppgaveprosessen fant jeg at mødre med kognitive vansker møter flere utfordringer
i samhandlingen med barnevernet enn det andre mødre gjør, og at de oftere opplever
omsorgsovertakelse. Dette skyldes negative holdninger mot mødre med kognitive vansker.
Men også oppfattelsen av at kognitive vansker ikke er forenelig med barneomsorg, og at
barna dermed havner i risikogruppe. Denne oppfattelsen kan skyldes at mødrenes
omsorgsevne ikke oppfyller barnevernets forventninger, at barnevernet mangler kunnskap om
denne brukergruppen til å se deres ressurser og muligheter, samt at kognitive vansker
vanskeliggjør endringsarbeidet gjennom behovet for tilpassede tiltak over tid.
Barnevernet har barnets beste i fokus når de undersøker, vurderer og tar avgjørelser, og dette
gjøres med bakgrunn i barnevernloven og gjennom et barneperspektiv. Men det er også til
barnets beste å få vokse opp sammen med sin biologiske mor. Og lovverk verner om
rettighetene til mødre med funksjonsnedsettelser. Disse krever at barnevernet skal iverksette
effektive og hensiktsmessige tiltak som anerkjenner mødrenes rett til familieliv, og som
hjelper mødrene til å utøve ansvaret som medfølger foreldrerollen.
Konklusjonen i denne oppgaven er at de kognitive vanskene medfører flere utfordringer for
samhandlingen, men at flere av utfordringene skyldes barnevernets bidrag i arbeidet med
mor. Videre konklusjon er at resultatet av samhandlingen er diskriminering av mor fordi hun
har kognitive vansker, og dette fører til at hun ikke får en real sjanse til å forbedre eller utspille sin foreldrerolle. Mor mister altså omsorgen for eget barn, i kraft av å ha kognitive
vansker. | |
dc.description.abstract | This bachelor's thesis deals with the child welfare service's work with mothers who have
cognitive difficulties. The problem of the thesis is "how can the mother's cognitive difficulties
entail challenges for the interaction with the child welfare service?" . To find answers to the
problem, I did a systematic literature search for both Norwegian and foreign scientific
articles, which deal with child welfare and mothers with cognitive difficulties. The thesis is
based on the theory of cognition, as well as principles, perspectives and legislation that shape
the work of the child welfare service. The topic of the thesis is relevant for social work,
because child welfare is an arena where social work is carried out. In addition, the social
worker in the child welfare service interacts with mothers who have cognitive difficulties, in
order to improve their and their children's life situation.
Through the task process, I found that mothers with cognitive difficulties face more
challenges in their interaction with child welfare services than other mothers do, and that they
more often experience care takeovers. This is due to negative attitudes towards mothers with
cognitive difficulties. But also the perception that cognitive difficulties are not compatible
with childcare, and that the children thus end up in a risk group. This perception may be due
to the fact that the mothers' ability to care does not meet the child welfare service's
expectations, that the child welfare service lacks knowledge about this user group to see their
resources and opportunities, and that cognitive difficulties complicate the change work
through the need for adapted measures over time.
The Child Welfare Service focuses on the child's best interests when investigating, assessing
and making decisions, and this is done on the basis of the Child Welfare Act and through a
children's perspective. But it is also in the child's best interests to grow up with it's biological
mother. And legislation protects the rights of mothers with disabilities. These require the
child welfare service to take effective and appropriate measures that recognise the mothers'
right to family life and that help mothers to exercise the responsibility that accompanies the
role of parenting.
The conclusion of this thesis is that the cognitive difficulties entail several challenges for the
interaction, but that several of the challenges are due to the child welfare service's
contribution to the work with the mother. Further conclusion is that the result of the interaction is discrimination against the mother because she has cognitive difficulties, and
this leads to the fact that she does not get a real chance to improve or play out her parenting
role. In other words, the mother loses the care of her own child, by virtue of having cognitive
difficulties. | |
