Ikke-statlige organisasjoner og den norske bistandspolitikken: En case-studie av Kirkens Nødhjelp og Flyktninghjelpens roller, funksjoner og betydning i den norske bistandspolitikken

Abstract

Denne oppgaven kartlegger norske ikke-statlige bistandsorganisasjoners (NGO-er) roller, funk-sjoner og betydning i den norske statlige bistandspolitikken. Dette gjøres gjennom to case-studier av NGO-ene Kirkens Nødhjelp og Flyktninghjelpen, støttet opp av en generell drøfting av bruken av NGO-er i den norske bistandspolitikken. Den statlige bistandspolitikken vurderes som en del av den overordnede norske utenrikspolitikken, og med utgangspunkt i en utenrikspolitisk analysemodell kartlegges NGO-enes roller, funksjoner og påvirkningsmulighet i (i) utformingen av den statlige bistandspolitikken, og (ii) i iverksettingen av denne. Norske NGO-er finnes å ha en betydelig mulighet til å påvirke utformingen av den statlige bistandspolitikken, i hovedsak gjen-nom sin informeringsrolle og omfattende tilgang til statlige beslutningstakere. Norske NGO-er har også en betydelig påvirkningsmulighet som iverksettere av den statlige bistandspolitikken. Dette skjer i hovedsak gjennom en betydelig grad av autonomi, samtidig som dette varierer mellom ulike former for bistand. Generelt preges samarbeidsforholdet mellom stat og NGO av gjensidig avhengighet og samkjøring av bistandspolitiske målsetninger. Norske NGO-er vises å spille en viktig og sentral rolle i den norske statlige bistandspolitikken. På grunn av bistandens sentrale rolle i norsk utenrikspolitikk understreker denne studien betydningen ikke-statlige aktører i den norske utenrikspolitikken.

This thesis discusses the roles, functions, and significance of Norwegian non-governmental organizat¬ions (NGOs) in the foreign aid policy of Norway. This is primarily done through case-studies of the NGOs Norwegian Church Aid and the Norwegian Refugee Council and is supplemented with generic data regarding Norwegian use of NGOs in its foreign aid program. The Norwegian Foreign Aid program is regarded as part of the overarching Norwegian foreign policy, and thus a Foreign Policy Analysis (FPA) framework is used to study the roles, functions, and influence of NGOs in (i) foreign aid policymaking, and (ii) the implementation of the Norwegian foreign aid policy. Norwegian NGOs are found to have a significant ability to influence the policymaking of Norwegian foreign aid, primarily through their role as providers of information, as well as through considerable access to policy makers. Norwegian NGOs are also found to have a significant ability to influ¬ence the implementation of Norwegian foreign aid. This is primarily because of their large degree of auton¬omy, although this varies according to what kind of aid is implemented. In general, the relations between the Norwegian state and NGOs are characterized by mutual interdependence as well as a coordination of goals within the foreign policy sphere. Given the central role of foreign aid in Norwegian foreign policy, this study highlights the importance of non-state actors in understanding Norwegian foreign policy.
