Interkommunalt samarbeid vis-à-vis kommunesammenslåing. På bakgrunn av erfaringer fra kommuner i Trøndelag, hvordan kan vi forstå interkommunalt samarbeid som et alternativ til kommunesammenslåing?

Abstract

I denne masteravhandlingen belyses 8 kommuners erfaringer med interkommunalt samarbeid, og om hvordan slikt samarbeid kan forstås som et alternativ til kommunesammenslåing. Gjennom å ha gjennomført en dokumentanalyse av svarene fra kommunedirektørene i et utvalg trøndelagskommuner, på spørsmål stilt av Statsforvalteren i Trøndelag, har jeg forsøkt å forstå hvordan kommunene oppfatter sin egen situasjon, i forhold til erfaringer de har gjort med hensyn til interkommunalt samarbeid. Basert på folketallet i kommunene i utvalget, gjenspeiler utvalget i stor grad kommunesammensetningen i Trøndelag. Selv om funnene antas primært å gjelde for kommunene i utvalget, er det ikke usannsynlig at de kan ha en viss ekstern validitet og overføringsverdi til øvrige kommuner i Trøndelag. • Små kommuner ser ut til å være mer avhengige av interkommunale samarbeid enn de større kommunene for å ivareta sine oppgaver. • Det er en klar utfordring med ledelse og deltakelse i samarbeidene, ved at små kommuner mangler kapasitet til aktivt å ta del i dette. • Også større kommuner har behov for interkommunale samarbeidsordninger. På bakgrunn av dokumentanalysen er det grunn til å undre seg over når en kommune egentlig er stor nok til å løse sine oppgaver på en god måte. Signalene kommunene gir tyder på et sterkt avhengighetsforhold til de interkommunale samarbeidene. Det vil derfor være viktig å gjøre en avveining mellom om man på tross av ulempene med mangelfull demokratisk deltakelse og styring i de interkommunale samarbeidene, skal fortsette med disse, eller heller velge alternative løsninger i forhold til tjenesteproduksjonen og kommunens oppgaver. I ytterste konsekvens vil dette innebære kommunesammenslåing.

This master's thesis sheds light on 8 municipalities' experiences of inter-municipal co-operation, and how such co-operation can be understood as an alternative to municipal amalgamation. By conducting a document analysis of the answers from the municipal directors in a selection of Trøndelag municipalities, to questions asked by the State Administrator in Trøndelag, I have tried understanding how the municipalities perceive their own situation, in relation to experiences they have made with regard to inter-municipal cooperation. Based on the population of the municipalities in the sample, the sample largely reflects the municipal composition in Trøndelag. Although the findings are assumed to primarily apply to the municipalities in the sample, it is not unlikely that they can have a certain external validity and transfer value to other municipalities in Trøndelag. • Small municipalities seem to be more dependent on inter-municipal cooperation than the larger municipalities to carry out their tasks. • There is a clear challenge with management and participation in the collaborations, in that small municipalities lack the capacity to actively take part in this. • Larger municipalities also need inter-municipal co-operation schemes. On the basis of the document analysis, there is reason to wonder when a municipality is actually large enough to solve its tasks in a good way. The signals given by the municipalities indicate a strong dependency on the inter-municipal collaborations. It will therefore be important to strike a balance between whether, despite the disadvantages of inadequate democratic participation and governance in inter-municipal co-operation, one should continue with these, or rather choose alternative solutions when it comes to service delivery and the municipality's tasks. In the final analysis, this will involve merging municipalities.
