Nasjonal strategi for naturrestaurering i Norge - en god idé eller bare et slag i lufta?

Sammendrag
Når en organisasjon, eller et samfunn, står overfor store utfordringer kan det være tidspunktet for å tenke nytt om måten oppgaver løses på. En slik endring er den dokumenterte krisen som tap av biologisk mangfold og klimaendringer medfører for befolkningen og økosystemer over hele jorda. Globale og nasjonale myndigheter har gjentatte ganger slått fast at det er behov for å tenke nytt i forhold til måten areal forvaltes på og har konkret pekt på restaurering av ødelagte naturområder som et avgjørende virkemiddel for å snu den negative utviklingen.
I denne oppgaven spør jeg om utvikling av en nasjonal strategi for naturrestaurering i Norge vil være et egnet virkemiddel for å oppnå internasjonale forpliktelser og få til en kraftig oppjustering av omfanget på naturrestaurering.
Studien har en kvalitativ metodisk tilnærming med todelt datainnsamling. En dokumentanalyse med tre sentrale offentlige rapporter blir brukt som grunnlag for interessentanalyse og for å belyse forholdet mellom interessenter og deres preferanser. I tillegg ble det gjennomført to fokusgruppeintervjuer med hhv 4 og 5 informanter fra Miljødirektoratet. Spørsmålene i fokusgruppene omhandlet begrepet og forholdet til naturrestaurering, samt vurderinger av behov, muligheter og hensikt med en nasjonal strategi. Interessentanalysen synliggjorde et mangfold av mulige interessenter med dels motstridende preferanser i en mulig framtidig strategi. Forskjellige fagområder har ulik kunnskap om og ulikt eierskap til begrepet naturrestaurering, som kan føre til motsetninger om hvilke aktiviteter som skal omfattes av en strategi. Fokusgruppeintervjuene fikk fram synspunkter både for og mot en nasjonal strategi; på den ene siden fordeler med en overordnet tilnærming for å få bedre innhold, prioriteringer og ressursbruk, på den andre siden frykt for at arbeidet med en strategi kan bli byråkratisk og ta ressurser fra selve restaureringsarbeidet. Jeg tolker data fra fokusgruppeintervjuene som at motstanden mot oppstart av en strategiprosess trolig bli mindre dersom det avklares hvilken rolle/makt Miljødirektoratet skal ha i forhold til andre sektorer og dessuten at erfaringene med pågående enkeltprosjekter («bottom-up»-tilnærming) inngår som kunnskapsgrunnlag i en overordna strategi («top-down»-tilnærming).
En nasjonal strategi for naturrestaurering vil gi muligheter for å samordne innsatsen og være grunnlag for en grunnleggende endring i måten arbeidet med naturrestaurering gjennomføres på. For å unngå at en slik strategiprosess utvikler seg til en byråkratisk kamp mellom ulike interesser må det gjøres et forarbeide og en forventningsavklaring for å etablere støtte til endringene, både internt i miljøforvaltningen og ute i andre sektorer.
Funnene fra studien kan ha overføringsverdi til andre sektorer, som å vise viktigheten av også å involvere berørte interessenter selv om de ikke har formell makt, viktigheten av felles begrepsapparat, betydningen av å ta innvendingene mot en strategi på alvor og viktigheten av å bruke kunnskapen i organisasjonen til også å bygge strategien nedenfra. As large challenges hit an organisation or a society, this can be the time to rethink how to solve and handle its mission and tasks. Such a large challenge is the loss of biodiversity and climate change with dramatic impact on people and communities across the world. Global and national authorities have expressed an urgent need to rethink spatial land management, and have specifically pointed at restoration of nature as an essential tool to improve the condition of degraded land.
In this thesis I will raise the question whether the creation of a national strategy for restoration of nature in Norway will be a useful initiative to achieve the countries international obligations concerning the restoration of land.
This study has a qualitative approach and two main methods for collecting data have been used. A document analysis including three major public reports was used to develop a stakeholder analysis and to illustrate the link between stakeholders and their preferences. Two focus-group interviews were accomplished with 4 and 5 informants from the Norwegian Environment Agency. The questions in the interviews touched on the concept of restoration and views concerning the need and motive for a national strategy.
The stakeholder analysis highlighted unveils the large diversity of interests on the topic of a possible future strategy. Different branches and interests show a variation in knowledge and ownership to the concept of nature restoration, which in turn might make it complicated to agree on the scope and the content of a strategy. There are lots of pros and cons towards the development of a strategy; on one side the possibilities of coordination, prioritizing and utilization of resources from a common and overriding approach, while on the other side the scepticism that the strategy process itself will drain resources from the active restoration work. The opposition towards such a strategy might be expected to diminish if the position of the Environment Agency towards other sectors is clarified, and also if the experiences from ongoing restoration activities («bottom-up»-approach) is systematically included in an overall strategy («top-down»-approach).
A national strategy for restoration of nature will create the opportunity of a coordinated effort and make a baseline for a new way of approaching the restoration work in Norway. To reduce the risk of turning the strategy process into a bureaucratic fight between conflicting interests, the preparation and clarification of expectation must be handled carefully to establish a common ground and support for the changes. This must take place both internally in the Environment Agency and inside and between other sectors and stakeholders.
Some of the findings from this study are quite general and might have relevant also to other areas and sectors, such as the importance of involving also the interested actors with low power, that it is essential to have common concepts, the importance of taking seriously any opposition towards a strategy, and finally the need to include the existing knowledge and experiences in the organisation to also establish a «bottom-up»-approach strategy.
