| dc.description.abstract | Denne mastergradsavhandlingen søker å belyse konsekvensene nedleggelse av det lokale lensmannskontoret har for innbyggeres opplevelse av bostedet sitt. Følgende to forskningsspørsmål besvares: Hvordan har nedleggelsene av lensmannskontorer påvirket innbyggernes opplevelse av trygghet? Hvordan har nedleggelsene av lensmannskontorer påvirket innbyggernes syn på stedets attraktivitet? Oppgavens bakgrunn er innføring av ny politireform. I Januar 2016 gikk startskuddet for implementeringen av Nærpolitireformen. Formålet er å skape et nærpoliti som er operativt, synlig og tilgjengelig, med kapasitet og kompetanse til å sikre innbyggeres trygghet, også mot fremtidens kompliserte kriminalitet. Reformens omstruktureringer er i gang, hvorpå landet har gått fra å bestå av 27 politidistrikter til nåværende 12. I tillegg vil i overkant av 100 tjenestesteder nedlegges innen 2020. Det er de mindre stedene i landet som i størst grad rammes av dette.
Oppgaven er basert på en kvalitativ studie med dybdeintervju av innbyggere fra to ulike steder i Trøndelag hvor lensmannskontorene har fått endelig krok på døren. Deres individuelle erfaringer og følelser blir benyttet til å besvare forskningsspørsmålene. Trygghet, sted og sentralisering er essensielle begreper som blir presentert innenfor oppgavens analytiske rammeverk, og anvendes i analyse og diskusjon av datamaterialet i sammenheng med problemstillingen.
Informantenes opplevelser tyder på at følelsen av trygghet er redusert for flere av innbyggerne som konsekvens av nedleggelsen. Forskningsspørsmålet knyttet til dette førte informantene inn på temaer som sviktende tillit og forebygging, mindre tilstedeværelse og mangelfull lokal forankring. Informantene er samstemte i at nedleggelsene er en del av en sentraliserende tendens, og flere føler seg nedprioritert og glemt til fordel for byene. Angående forskningsspørsmålet knyttet til stedets attraktivitet er det derimot lite som tyder på at denne tryggheten er grunnleggende for innbyggernes syn på stedet. De erfarer ikke at bostedets attraktivitet er endret for verken dem eller eventuelle tilflyttere på grunn av nedleggelsen. Ut i fra funnene ser kvaliteter som godt naboskap, natur, ro og frihet ut til å være upåvirket, noe som tilsynelatende veier tungt for innbyggernes opplevelse av stedets attraktivitet. | |
| dc.description.abstract | This master’s thesis seeks to examine the consequences following the closure of local police stations in Norway, carried out as part of the ongoing police reform. The thesis answers two research questions: How have the closures of local police stations affected the inhabitants' sense of security? How have the closures of local police stations influenced the inhabitants' view of their local community’s attractiveness? Implementation of the new police reform began in January 2016. The purpose of the reform is to create an operational, visible and accessible local police force, to provide security for the inhabitants in the present as well as protection against more complex crime in the future. The reform’s restructuring is ongoing, whereupon the country has gone from a national police force organised in 27 police districts to the current 12. In addition, more than 100 local police stations will be permanently closed by 2020. These stations are predominantly located in rural areas of Norway.
The thesis is based on a qualitative study with in-depth interviews of inhabitants from two different places in the county of Trøndelag, where the local police station is permanently closed as a result of the police reform. Inhabitants’ individual experiences and emotions are used to answer the research questions. Security, place and centralization are essential terms that are presented within the analytical framework of the thesis, and are applied in the analysis and discussion of the data material related to the thesis main topic.
The informants' experiences indicate that the sense of security has been reduced as a consequence of local police station closures. On the question of security informants expressed concerns on topics such as failing trust, lack of prevention and reduced presence. The informants all agree that the closures are part of a centralizing trend, and several feel forgotten in favour of the bigger cities. On the question of attractiveness, however, little indicate that the reduced sense of security is fundamental to the inhabitants’ view of the place. They do not feel that the attractiveness of the local community has changed because of the closure, neither for them nor for anyone considering moving there. Based on the findings, qualities such as good neighbourhood, nature, tranquillity and freedom seem to be unaffected, which apparently weighs heavily on the inhabitants experience of the place's attractiveness. | |
