Sammendrag
Denne oppgaven vil besvare hvordan norske arkivinstitusjoner gjennom digital formidling og tilgjengeliggjøring bevarer og styrker demokratiske verdier og rettigheter. Verdiene jeg fokuserer på er tilgjengelighet på informasjon, rettssikkerhet, og personvern. Funnene er gjort på bakgrunn av målsetninger i lover og samfunnsoppdraget til arkivinstitusjoner, sett mot de faktiske forholdene som avdekket gjennom riksrevisjonens undersøkelser som omhandler digitalisering i kommunal og statlig sektor samt arkivering og åpenhet i statlig forvaltning. Konklusjonen viser at norske arkiver i stor grad benytter digital formidling i sitt arbeid for mer åpenhet og tilgang på informasjon, og at de ved korrekt bruk av lovverk som sørger for og begrenser innsyn både bevarer og styrker demokratiske rettigheter og verdier. This assignment will uncover how Norwegian archival institutions through digital communication and accessibility preservers and strengthens democratic values and rights. The values and rights I have focused on is access to information, rule of law, and privacy. My findings are based on goals written in laws as well as the social mission and goals of archival institutions compared to the actual reality as uncovered by Riksrevisjonens undersøkelser regarding digitalization in municipal and state, as well as archival and “openness” in state management. My conclusion shows that Norwegian archives uses digital communication to a big extent towards their goal of more openness and better access to information, and that through correct use of laws that secures and regulates access to archives they strengthens and preservers democratic values and rights.
