Det kinesiske sosiale kredittsystemet: Kunstig intelligens og samfunnspåvirkning

Abstract

I den globaliserte verden, lever vi i en tid med stadig ny og avansert teknologi. Digitalisering preger omgivelsene i større og større grad. I takt med denne teknologiske utviklingen er Kina i ferd med å implementere et system som overvåker befolkningen og gir poeng ut fra hva folk gjør og sier. Fra og med 2014 har det statlige prosjektet vært under utarbeiding og etter hvert utprøvelse. Nå er det allerede i bruk i noen byer og vil bli satt i verk over hele landet i løpet av 2020. Med den eksepsjonelle teknologiske utviklingen er en ting klart: samfunnsliv vil påvirkes kraftig i årene som kommer.

I denne oppgaven er søkelyset på det sosiale kredittsystemet i Kina. Systemets tilhengere argumenterer for at det vil bidra til økt tillit i et land hvor «tillit er en mangelvare» og føre til mer «harmoni i samfunnet» ved å «belønne god» og «straffe dårlig» oppførsel. Kritikerne på sin side argumenterer for at systemet kun er til for å gi Kommunistpartiet total kontroll over det kinesiske samfunnet.

In a globalized world, the contemporary era constantly introduces us to new and advanced technology. Our surroundings are affected by digitalization to a greater extent than ever before. In connection to this development, China is currently in the implementation process of a score-based system that monitors their population, and evaluates the inhabitants’ behaviour. This governmentally funded project has been under development and testing since 2014. The new system is estimated to be set in motion on a national level within the end of 2020, but is already operating in certain cities. One thing is evident regarding the exceptional technological development today: societies and life will be immensely affected in the coming years.

This thesis will focus on the social credit system in China. The advocates of this system argue that it will contribute to heighten trust levels among citizens in a country where “trust is in short supply” and will lead to a more “harmonic society” by “rewarding good” and “punish bad” behaviour. On the other hand, critics argue that the system will give the Communist Party complete control over the Chinese society.
