The use of cloud computing for a hybrid cloud model for eGovernment services presents challenges on aspects pertaining to both quality of service and data security. The implemented data security strategies implemented in Windows Azure use standard and well established methods for encryption. The technical aspects does not inhibit the use of a hybrid cloud model. The network latency and bandwidth limitations of the communication between cloud entities outlines the importance of smart implementations. The band- width limits the amount of data transferred between entities in the hybrid cloud if it is assumed that there are time limits.nb_NO
